The 2004 Planning and Compulsory Purchase Act and related Regulations require that all Plans be subject to Sustainability Appraisal (SA) and Strategic Environmental Assessment (SEA).
Preparation of a Scoping Report addressing what should be in the SA/SEA forms an early stage of this process. A five week statutory consultation is required with Natural England, Environment Agency and Historic England. The consultation on the South Essex Plan Scoping Report prepared for the Councils by Land Use Consultants (LUC) covers occurred during the period 3rd July-7th August 2020. The document was also publicised on the Councils’ websites for all interested parties and targeted consultation held with public health colleagues. This is to reflect the fact that the Sustainability Appraisal will be expanded to cover health issues and will thus be an Integrated Impact Assessment.
